Mello-Roos in El Dorado Hills ranges from $0 to roughly $3,300 a year on average, depending on which Community Facilities District a home sits in. For the 2025 to 2026 tax year, district averages run from about $524 a year in Serrano to about $3,266 in Bass Lake Hills. These are averages across developed parcels. Individual homes vary by lot size, land use, and the district's rate formula. The only number that counts is the one on that specific home's property tax bill. I get this question more than almost any other, so here is the plain version. What is Mello-Roos? Mello-Roos is a special tax that pays for roads, parks, schools, and other infrastructure in newer communities. It comes from a 1982 California law that lets a Community Facilities District, or CFD, sell bonds to build those things and then repay them with an annual tax on the homes inside the district. It shows up as its own line on your property tax bill, on top of the base 1% property tax. Because it is a flat charge rather than a percentage of your home's value, it does not go up when your home gains value. Which El Dorado Hills neighborhoods have Mello-Roos? El Dorado County lists these Mello-Roos districts that touch El Dorado Hills and the nearby area. The averages below come from the county's own FY 2024-25 continuing disclosure reports (prepared by NBS) for the FY 2025-26 levy: Serrano CFD 1992-1: about $524 average per single-family home ($2,151,816 levied across 4,103 single-family homes). Bonds are scheduled to be paid off by 2031. Blackstone CFD 2005-1: about $1,420 average per developed parcel ($2,078,299 / 1,464). Bonds are scheduled to be paid off by 2035. Promontory CFD 2001-1: about $1,905 average per developed parcel ($1,937,771 / 1,017). That mix includes single-family, multifamily, condo, and commercial parcels, so home-by-home amounts vary. Senior bonds are scheduled to be paid off by 2035 and junior bonds by 2044. Laurel Oaks CFD 2005-2: $2,561 per single-family home applied for FY 2025-26 (99 homes). Bonds are scheduled to be paid off by 2036. Carson Creek CFD 2014-1: about $1,994 average per developed parcel ($2,103,202 / 1,055). Bonds are scheduled to be paid off by 2046 and 2048. Bass Lake Hills CFD 2018-1: about $3,266 average per developed parcel ($917,827 / 281). Bonds are scheduled to be paid off by 2049 and 2051. Carson Creek Heritage CFD 2024-1: a newer district. No bonds are reported yet in the county materials, and per-home amounts are not published. Promontory South CFD 2025-1: formed in 2025. No county continuing disclosure report is posted yet, so check the county CFD page and the home's tax bill for the latest. A few notes from my own research: Serrano surprises people. You often hear about $2,000 a year, but the county filing works out to about $524 per single-family home on average. The tax is set by the district's rate formula (often tied to lot size or land use), so bigger lots can pay more and smaller lots less. Many older El Dorado Hills homes sit outside these districts and have no Mello-Roos at all. The tax bill will tell you for sure. Also watch for two charges that are not bonds: school facilities taxes and a Community Services District maintenance charge on some newer homes. These pay for ongoing services, so they do not have an end date tied to a bond payoff. How do I look up the Mello-Roos on a specific home? This is the step I never skip for my clients: Look at the current tax bill. El Dorado County's online property tax lookup shows each special tax line by name and amount. Ask for it in the disclosures. Sellers must give you a Mello-Roos disclosure, and the preliminary title report lists every special tax and assessment on the parcel. Check the county CFD page. El Dorado County's Auditor-Controller posts continuing disclosure reports for each district, which is where the averages above come from. If you send me an address, I am happy to pull it for you. When does Mello-Roos end in El Dorado Hills? The county reports do not state when the special tax itself ends. What they do show is when the bonds are scheduled to be paid off. Serrano is closest: bonds are scheduled to be paid off by 2031. Blackstone's bonds are scheduled to be paid off by 2035. The Promontory has senior bonds scheduled through 2035 and junior bonds through 2044. Laurel Oaks runs through 2036, Carson Creek through 2046 and 2048, and Bass Lake Hills through 2049 and 2051. One catch: the special tax can stay on the tax bill after the bonds are paid off. So treat these years as a guide for the bond schedule, and confirm what is still on the home's own tax bill. Maintenance charges and school facilities taxes are different. They are not paying off a bond, so they continue. How does Mello-Roos affect buying a home? Lenders count Mello-Roos as part of your monthly housing payment, so it affects how much you can borrow. A $2,400 yearly special tax adds about $200 a month, about the same as a modest HOA fee. That is why I compare homes by total monthly cost: mortgage, property tax, Mello-Roos, HOA dues, and insurance. A home with no Mello-Roos is not automatically the better deal, and a home with a short time left on its bonds can be a nice long-term win. Seeing it all on one page makes the choice much clearer. Frequently asked questions Is Mello-Roos tax deductible? Usually not in the same way as regular property tax, because most Mello-Roos is a flat charge rather than a tax based on value. Your tax professional can tell you what applies to you. Can Mello-Roos go up? Many districts allow a small annual increase. Check the district's rate formula and the disclosure for the maximum rate on that parcel. Does Heritage El Dorado Hills have Mello-Roos? Some newer Heritage homes may fall under Carson Creek Heritage CFD 2024-1. That district is still new, with no bonds reported yet and no published per-home amounts in the county materials I reviewed. Check the specific home's tax bill. Can I pay off Mello-Roos early? Some districts allow a prepayment. Ask the district administrator for a payoff quote.
